Why do you have to take your adult dipper off but still allows two cig lighters on planes?

Right after 911 cig. lighters were banned but after a meeting with big cig companies the Bush administration allowed two bic style lighters on planes. I would meet the cig companies and users half way and allow bowls of matchbooks right after you get off the plane. I am sure a airport restaurant or cab company would love to pay for the books to put their name on it.
